It awakens the byakugan user's hidden abilities and opens up a gate to new jutsu's 
Jutsu Name: Byakugan v2: Buddha's fist Chakra Nature (if any): Rank:B Description: Upon activating this jutsu the user has his hands open his fingers together and his palm is showing. this jutsu increases the users reaction time. You can't add jutsu until the next timeskip, that won't be til a few more months. Don't even try to talk Crasher into it because we had just had a timeskip.
All these are random things with the byakugan attached.
The first one doesn't have anything to do with the byakugan unless you count being blind, which I don't because wouldn't.
It deals more with hearing so I would say that it's done by focusing the chakra around the eyes to increase hearing or something like that, not requiring the Byakugan.
The second one is disapproved because it's just not right.... If such a thing was possible for the Byakugan then it would have already been done. And it's pretty are fetched.
The last one is pretty much a gate technique, but it would allow it if you attached "The user opens up and increases the speed of his chakra flow throughout his body.
