Appearance: Tall, and tanned, with long blonde hair, blue eyes, and an easy smile. In costume, a silvery body suit with matching full head mask, gloves and boots.

History: Bobby was born to a wealthy family in the U.S. section of the Upper Hive.
He was taught the ancient ideals of the U.S. from an early age - that all are equal, and should receive equal justice under the law - that all should be free to speak, travel, and associate as they wish - and that the authorities should be limited in their power over the people.
From stories about America's heroes, George Washington, Abraham Lincoln, the Lone Ranger, and Superman, he also learned other ideas - that the strong should protect the weak, and that having the power to effect change for good brings the responsbility to do so.
When a standard health screening revealed his mutation at age 12, his family pulled strings to cover it up, and get him A.S.E.A. clearance. They impressed upon him that no one could ever know about his "defect."
Once his powers began to manifest, he spent time training in his family's compound. His speed power manifested first, then his ability to control electrical devices, and finally he learned to throw lightning.
Also during this time he began to sneak out to the Mid Hive, where he would don a disguise and wander the streets. He became familiar with the various neighborhoods, watched the police on their patrols, and learned what areas were dangerous, i.e., where the innocent might need protecting.
Finally, when he considered his training complete, he bribed an A.S.E.A. techician to change the name on his clearance. It was time for the Silver Streak to bring Justice to the streets of Grace.
