History
Thyra was terrformed by the Altronians and the Humans who were powerful allies. They changed the planet into the three major enviroments and then colonized what they wanted, the Altronians and the Majority of Humans went to the Highlands where they buil t spaceports, towns and other nessesities. The others went to mine the deserts and the rainforests for the materials to make that happen.
Eighty years after the planet was colonized a race of beings called the Ragnok came to their planet in search of a safe haven from the beings they called The Advanced. They spoke they were humans but were transformed from the edge of the galaxy. They became half machine after losing their world and persued toe Ragnok because they assumed that's who killed their planet. The governement allowed their people haven for a good seven hundred and eighty years, the planet's population boomed, the planet became from the small towns to blooming cities and the two capitals were founded. The Altronians founded the first capital of Altronia and the Humans founded Rigul, they both sat right next to each other, before combining into one megatropolis.
Three years after, the war began, The Advanced had found their enemies thus wanted them. The Altronians and Humans decided that the Ragnok had become the major part of the planet's history that they decided they had to fight to get the Ragnoks. Thus the Human and Advanced War began and the humans were under the command ofCommander Jonathan Kannok (First Man) while the Advanced with no definite leader the Humans with the Altronians and Ragnok supplying them fought off the The Advanced bringing an age of peace. They granted the Advanced privledge to bring their people to the world and colonize the deserts and rainforest.
The Advanced agreed, bringing their large population to the planet, they brought the thought of industry to the planet, and the Age of Infomation began, the people exchanged ideas, exchanged beliefs and thus became one people, the Thyrains. They founded a new colony on their moon and in orbit around the planets. They stayed that way for over another two thousand years, their populationed boomed, they founded sports, religions and a military that was rivaled by no other. It was paradise, until the rebellion came.
Thirty two billion people were there before the second major war, and only twenty three remained, most deaths came from Humans and the Advanced who fought the rebellion who actually weren't from the world but from the moon they had colonized. No records of the speices that they killed exsist, all destroyed. They rebuilt their economy back to some what of their former status.

Appearence is slightly taller than a normal human, pale skin, no nose and large eyes, no noticable hair but they do have tiny hairlike appendages on their body. Their body is more or less than a human, they have two hearts, and they have only three fingers on each hand instead of five, their feet only have two large "toes". They have a much quicker reaction time and strength as well but their appearence and differences in male and female are exactly like humans.

Constitution of the Republic
Preamble Declaration of Intent
Prudence dictates that the changing of governments should not be a casual matter. However, this is far from the case. Whatever the problems of the now-defunct old Democracy, they pale in comparison to those from the Thyra Confederte Empire. The emperor and his agents have denied citizens of occupied planets of representation, taxed them without their consent, placed and continue support of local dictatorships, meted out most harsh punishments for crimes that had neither the severity nor the proof deserving them, discriminated against beings not of the human species, and wronged and threatened the people in many other ways. Therefore, we require that all planets currently under occupation by the Empire be freed, so that they may decide for themselves, Without Duress, who their leaders should be and give this document, the Constitution of the Republic, as a plan for which interacting local governments and people may live by with freedom and without terror and fear. Those that wish to join or remain independent may do so at their own discretion. This Constitution will take effect when Five regional governments petition to join the Senate.
Article I The Legislature
Section 1 Structure
A: The Legislature shall consist of a democratically elected Senate. Two Senators chosen in regional free elections shall represent each region in the Republic, in terms of one year, one Senator from each region elected every six months on a day chosen by the Senate.
B: The Senate will elect for themselves by simple majority a Speaker that will act as chair when in session, and other officers and permanent committees as deemed necessary and will determine for itself proper recompense for their services. However, no law raising their salary or other benefits will take effect until after the next election.
Section 2 Powers
A. The Senate shall propose and approve laws by a simple majority to regulate interstellar commerce, raise a military for the protection of the Republic, declare war or other States of Emergency, establish district courts lower than the Superior Court, protect the rights of business and customers alike, issue patents and copyrights, establish codes of conduct for its members, expel members violating such codes, provide for the development of space in the Republic, establish Departments or Offices to which executive authority shall be delegated to, accept new members to the Republic, and establish rules and regulations for the general good of the people. Its power is limited to matters that involve more than one regional government.
B. To finance such activities, the Senate shall have the ability to raise moneys through the taxation of interstellar commerce, sales, property, and the income of NFGs, NPCs, and citizens. Laws raising taxes must be approved by 3/5 of the Senate. All expenditures must be presented in a budget, except in the case of a declared State of Emergency.
C. To approve of all treaties with other governments, appointments to the Courts, amendments to this Constitution, the Senate by a 2/3 majority. Amendments must also be approved by 3/5 of the Regional Governments.
D. To conduct trials of Impeachment of members of the Executive and Judicial branch for crimes, the Prosecution by a committee of the Senate, the Defense by the accused and any attorneys. The leader of the Superior Court will preside unless the accused is a member of the Superior Court, in which case the longest consecutive serving regional judge or Executive department head will preside. A vote of 60%, besides the Prosecution, for conviction is necessary for Impeachment, removal from office, and disbarring from holding future Republic office.
E. (OOC) Announcement of upcoming votes, discussion, and voting shall take place on a public message board - except in the case of Impeachment or matters of Security, in which case the board will be private - whose URL will be freely given to anyone asking. The Senate will appoint someone to administer the message board as necessary.
Article II Executive Branch & military
Section 1 Structure
A. A popularly President will head the Executive Branch whose term will consist of 6 years. The Senate will determine compensation, but it shall not reduce the compensation of a sitting President during the current term.
B. Executive departments, such as the Diplomacy Corps, the Center for Republic Intelligence, and others as the Senate and President establish, shall execute duties as assigned. All Executive departments shall have a head appointed by the President.
Section 2 Powers of the Chief Executive
A. The president shall approve of all laws passed by the Senate before they are law. If he or she vetoes them, the Senate can override by a 2/3 majority. If the president does not respond within five days, the proposition automatically becomes law.
B. The president shall be the Commanding Officer of the military and can station them permanently in friendly space, and place them in hostile territory when necessary.
C. During a State of Emergency, especially War, the president will become Supreme Commander, with the power to raise money by borrowing or special temporary taxation, increase the military through draft, issue Executive Orders that have the power of Law, have the ability to license Privateers, and suspend certain rights, such as freedom of communication, limits on trade, quarantining space to unauthorized members and other rights as deemed necessary until the Emergency has been declared finished by a two-thirds majority of the Senate. At such time, all Executive Powers will revert back to pre-emergency levels.
D. For all OOC administrative purposes, the president will be the owner of the faction.
Article III Judicial System
Section 1 Superior Court
A. The highest court in the Republic shall be the Superior Court, consisting of three judges, or a number as determined by law. Members shall be appointed by the President and approved by the Senate to a term of one year.
B. The Superior Court will be the only Court to hear suits concerning members or representatives of the Republic government, suits where the Republic is a plaintiff or defendant, suits involving foreign governments accusing citizens, and suits involving Planetary governments.
C. It shall also have the power to overturn the decision of other courts, and laws and actions of the Executive and Legislative Branches deemed in violation of this Constitution.
Section 2 Other Courts
A. In military matters, or where martial law has been declared, the military will judge the accused as it sees fit.
B. Various levels of planetary courts shall be established as deemed necessary by Regional Governments. They will have jurisdiction involving laws broken on their ground, and issue and approve legal documents such as trademarks, patents, wills, and contracts.
Article IV - Regional Government.
Section 1 Structure
A. Each local region that wishes to join the Republic, after being accepted by the Senate and the President, will become a full-fledged member, with the rights to self-government, protection, representation in the Senate, and all other rights and privileges thereof.
B. If a region becomes too small to necessitate an individual government, or too big for only one government, it may merge with other regions or split.
Section 2 Powers
A. Each Regional government will have all other powers not given to the Republic government that are not forbidden to it by this Constitution. B. Regional governments will honor legal documents issued by others regional governments, and have the ability to write criminal codes, regulate businesses and industry, raise a Planetary Guard to defend itself (which can be brought under the control of the Republic military during States of Emergency), and raise money through taxes to pay for such activities.
C. Planetary governments shall not enter into agreements with foreign powers, attack foreign powers without the authorization of the Senate, except in self-defense, or enforce laws outside of its own territory.
Article V - Citizens
Section 1 Voting rights
The right of any citizen of the Republic to vote shall not be denied nor hindered without due process. No former member of the Imperial government ? such as planetary governors, Imperial High Command, and the so-called emperor - that did not defect or surrender outside of battle shall be allowed to vote or hold office, except by special Republic law.
Section 2 Other rights
A. All members of sentient races born in a Republic planet, transferred according to the laws of the local government, or fighting in a Republic military shall be considered a member of the Republic with all rights and privileges thereof.
B. The right to practice any religion or believe system, the freedom of communication and expression in its many forms (except for matters of security), the right to perform commerce, travel, and own and use the various type of arms shall not be denied by the Republic or the respective local governments without due process.
C. All shall possess the right to due process, appeal, reasonable punishment, and the use of the courts. No one shall be deprived of life, liberty, or property without due process.
D. All other rights not given to the Republic or planetary government are given to the individual citizens of the Republic.
Amendments
Amendment 1
A. The each region shall determine the pay of its own senators but no change in pay shall take affect before the next election.
B. The Republic?s military will be organized on the level of the Regional government, but it will remain under the direct authority of the President of the Republic.
C. Three-fifths of the Regional governments must approve of any tax law levied by the Senate.
D. Any Republic Court's power is limited to enforcing the Constitution by limiting the actions of the President and Senate to those explicitly given in this Constitution and to the protection of the rights accorded to Citizens of the Republic.
E. To ratify this amendment before the Senate convenes, three-fifths of the leaders of Alliance to Restore the Republic and any Regional governments that have ratified the Constitution must approve.
