T'Challa's city lies upon the northeastern disk within the Soul King's Palace. The city itself is located within rather temperate terrain. While most of it is dominated by forest, there are littered clearings in which some villages, or neighborhoods if you would, grounded their roots and other that were simply left blank. The city comprises all of these minor villages as one major entity.
The head of the city is towards the center and slightly north upon the disk. The Sabaki no Kaoku not only houses T'Challa himself, but is the hub of the main network of laws within most of the Soul King's Palace and the various cities. While most within the cities do not commit crime, it is interconnected to receive other souls from Soul Society or Earth when the Soul King regards it to happen and occur.
The House sits within an enclave of trees and has a modern japanese feel to it. It consists of three wings that are connected to a central house: a north-wing, east-wing, and west-wing - with the southern side laying claim to the entrance. Each wing is connected via a small covered pathway, much like any other archaic japanese building - having this porch going around the entire building as well.
The central building is where most of the business gets done, what with people that have complaints or problems come to express them. The northern wing is a housing quarters, along with the west wing, while the east wing is used for various law creating and exacting processes, the likes of which only T'Challa would truly know.
Surrounding the central building, with a small bridge going over it to gain access to the entrance, is a sand-zen garden that is taken care of by local handmaidens. Most of who are convicted here are sent over to the Eastern City to have punishment exacted or resolved upon them by Kono.
