So I was watching One Piece episode 39 (I just started watching it a few monts back, this is where Luffy is fighting Arlong) and I noticed how Arlong threw Luffy into the sea, while stuck in the ground where he planted his feet to do the Gum Gum Pinwheel so he could throw Mohmoo far into the water. My question is, when he threw Luffy and he loses his breath underwater, I know he can't swim but why can't he stretch his head above the water and breathe? Or even better, stretch above water and hoist himself out, possibly smashing Arlong with the ground he's stuck in in the process?

TL;DR: Why can't Luffy stretch above water?

I figured this out myself. Once submerged, Luffy, or any other person who consumed a Devil Fruit, lack the power to swim and lose all their energy so they cannot even do so little as struggle to resurface. Now I wonder if Luffy took a bath, would he drown?

That depends how deep the water is, in film Z he is weak and doesn't have a lot of energy when in the tub, most likely he will just pour water over him like he did as a kid.

I believe it has something to do with when you have gained a devil fruit power, any large body of water can nullify devil fruit powers so rain does not count.

Anyways, the devil fruit has not been discussed a lot in the manga. Although Oda has stated all of it will be explained in the future.
