People always said "birds of a feather flock together." Those who brought nightmarish deaths and horror to countless victims are the same. They all end up attracting each other. The demonic mayor of Silent Hill, Whately Thorn, is the same.
However, he saw a bigger picture. What if he could bring all of those nightmares into his quaint little town? The town that leads others into their own private Hell. Using his secret trump card, eerily similar to a radio wave, he subconsciously manipulated the minds of countless murderers and creatures to come to Silent Hill. Now, Whately simply lurks in the fog, awaiting to see the outcome...
