Oro wears a mask of eccentricity, assumingly that it is indeed a mask. There are days where he is completely silent and slouched, leaving his arms dangling as he stares blankly at whatever catches his eyes. His speech becomes tired sounding and long, with notable pauses in his sentences. Other days it is the full blown opposite, as his movements become rather too animated, impossible for him to sit still and rather talkative. It is indeed very difficult to others to guess which is his true persona or whether there is another beneath the charade.
A few certain things regardless is that he is courageous and friendly, but has an addiction to power and feels bitter about being unable to advance his fullbring beyond its final stage.
He has his own simple code of honor to try and keep him on the moral higheway; Power to protect, never to harm.

History:
The Kotei family has always had strong political roots in the japanese government, securing their public image and strengthening their political power was always a priority.
However, while Oro's siblings dutifully followed his parents harsh demands and attempted to meet their great expectations, he would defy it and follow his own bizarre desires. His parents believed the reason for their unruly son's behavior was the time his mother was attacked by an unknown assailant one dark night in the late stages of her pregnancy with him, in truth a hollow hoping to desire the soul both mother and unborn child. They simply thought that the h
best solution was to decipline him and increase their hold over his personal life.
But their deciplinary actions had the opposite and he seemed only to become more unruly as the choking restrictions brought his stress through the roof. But like insane dullards they simply strenghtened their deciplinary attempts and their meddling in his life.
The only bright corner in his life was the gift his brother gave him when he returned from his studies in europe; a Strange cane with that seemed to have been mixed with a jester's staff. He enjoyed the gift immensely and inspired him to act even more of a fool, increasing his defiance to his parents till the day came that they finally disowned him.
With his newfound freedom and with what funds his parents 'graciously' gave him he began a life of a fool, living to entertain and entertaining to live. It was not long after however, that his budding spiritual prowess awakened and he discovered a world beyond his dreams and nightmares, along with the powers at his very fingertips... from those early years to the present day, he has honed his skills to a great degree but wishes to go beyond the limitations of his powers.... And he will gain that wish.

Fullbring Name: Fool's Debauchery
Sealed Fullbring Item : Fool's Debauchery is a cross between a cane and a jesters staff, with the cane's head beaing a jester complete with its own little hat and bells. It's shaft is split down in half into to colors, red and blue with the bottom tipped in a bright golden yellow cap.

Spiritual Awareness: Very aware, as he is able to fully see and interact with spirits
Soul Manipulation: Fullbring can be used for a variety of different things. Fullbring users can perform feats such as, pulling out the soul of a drink to have it help him drink it, pulling the soul out of the asphalt to make it more elastic or to even be able to walk on water by pulling on its soul to solidify it.

Fool's Debauchery transforms from its cane form to clad its master in a costume that ghatly resembles it.
Fullbring Abilities:
Speed Enchancement: Enchances
the speed of his Bringer's light.
Fullbring Techniques:
1.Miasmic Laughter: Oro emits a high pitch laugh that disorients its victims briefly for a few seconds, but for it to work his targets have to be within teen foot radius around him . The effectiveness of the laugh is dependant on the affected's reiatsu, if the amount is equilevant to a vice-captain or above then the laugh has little effect other than causing breif hessitation(one post),however if it is less than a vice captain's then the laugh can cause a splitting headache and blurry sight (2 posts). If the recipients have no spiritual power or are barely even aware then they will be knocked out. (cool down 3 posts)
2. Mad Following : From his palms Oro can creat up to 5 bowling ball sized energy spheres that act as reiatsu seeking missiles. Each sphere can only chase after one target a time and can be easily elluded if presented with another rieatsu signature similar to its target. It will also harmelssly dissapate if its unable to reach its target in tine or an obstacle blocks its path. The damage of each sphere is equilivant to a tank shell. If a sphere connects with its target directly, the damage they recieve will be considerable as the sphere explodes , the force of it ranging from broken bones, loss limbs or even death. (Cooldown is dependant on number of spheres used, so one to five posts dependant on the number of sphres he makes at the time. Each sphere dissapates after two posts)
3. Dance Macabre: Oro's feet glow with Reiatsu, anywhere he stands becomes becomes imbued with reiatsu and becones a form of proximity mine that explodes whenever his opponents get too close or he lures them to it himself. He can set up to three of these mines. The explosive force caused is considerably less than Mad Following but the danger is no less frightning as rather than killing his opponent, its purpose is to cripple the targets movement. If the target is directly close or on top the mines they risk losing one of their feet, while simply at the border will risk a bruised or broken one.thankfully their is a two second delay before it explodes so any who are quick enough will be quite safe(Cooldown is three posts, regardless of number of mines he sets)
