Join avenue can help with that (if you have the version 2) and you can open up a training arena there where your pokemon gets boosted stats. Its costly, but worth it. Plus, try using those "pill bottles" on it.
A certain one of them raises the speed stat.
I've tried Join Avenue, and so far, it seems to be working, but not as much as I'd hoped.
As for the Stat Boosting Vitamins, whenever I try using those on my pokemon, The Majority of the time, I get:
"It won't have any Affect" Meaning that the EVs that stat have been maxed out.

The reason why Escavalier cannot learn those moves is because he's a bug type pokemon. He's not a steel type like everyone thinks, though fire moves will get rid of him.
Escavalier is Both Bug AND Steel(According to his Pokedex Entry)

Payback is a dark move. Revenge and counter are fighting moves. Mirror coat is a psychic move. None of these can be learned by escavalier.
You can make him learn twin needle (like beedrill). Think of this pokemon like a Beedrill in shining armor.
Well, in a battle, Beedrill gets High enough speed for him to get the first Strike.
Where as Escavalier never gets enough speed to strike first(meaning he'll always go second)
And I want to know how to deal with that?
