Though only an estimation, the original time frame set forth by the P.P.S. for movement into the second phase of relief delivery came and went, finding many trolls still without proper aid. Blame was cast with quick and unbending certainty upon members of the growing opposition, the looters who had flocked from all over New Hemisect and far beyond for a chance at the riches the chaos could yield. With B.I.G.S.I.S. down and authority spread thin among the ailing disaster zone, apprehension of the criminals was few and far between. The brunt of the of the work in fending them off fell on the volunteer relief workers themselves.
With some effort, the P.P.S. and its volunteers pushed into the next phase, fanning out even further into the wreckage to find an unsurprising amount of unsavory characters, many of whom would be just as quick to point an accusatory finger at the trolls who believe themselves saviors of the weary city. In no time, hostility reached an unprecedented high.
Many looters, once cautious of the large groups of workers traveling together, were quick to notice great benefit in the new, smaller phase two teams found wandering the streets instead. Reports of attacks, both successful and not, are steadily increasing, and the violence between those of differing view is becoming more openly apparent and expected. Both sides face dangerous odds, however, as the beaten down city remains a treacherous terrain full of obstacles and pitfalls, many quite difficult to immediately catch.
Relief and looters alike seek to make their foothold known, and force now seems to be the key. Fights have sprung up on nearly every tattered corner, headed by older trolls, but supported by younger. Individual resources and alliances—strong or shaky, permanent or temporary—have taken a forefront in the race to the finish. The scales have yet to tip significantly in favor of either side, but with each troll who falls and each who stands victorious, New Hemisect becomes more acutely aware of just who holds the cards in the wake of this destruction.
