Ibal
Sitting off the coast of Port Sibellus, nothing more than a far off silhouette from the shore sits the mining district of Ibal.
The oddest thing about Ibal is not it's high dominance of oil rigs and deep caverns stretching far below ocean level, but instead the fact that the island itself is no more than a few miles wide, whilst many more miles are man made platforms over the water creating the mining district society for those whom live there (not wanting to pay expensive transport fee's to get back and forth from the main land).
Ibal is actually the second richest place on grace, though no one could tell by looking at it. The citizens are often dirty and grungy, covered in oil from the rigs or dust from the mines. In fact the majority of people aren't all that wealthy, but those on top, the leaders of the operations are nearly as rich as those that reside in the high hives.
