It’s possible...
I think this is pretty interesting! If I could choose one place to visit besides the Altmer homeland, it would be Hammerfell.

To be honest it would not surprise me, if I recall Bethesda had a pretty aggressive DLC plan for Skyrim at launch. Claims of something around 6 major DLC in total. It;'s not a bad idea to milk it a bit, they stopped milking Oblivion and then saw it remain popular and likely were kicking themselves.
