I don't have that much %, but I agree that is almost true too. Prolonging the tension, better for everyone. Waiting for wars, starting up wars, create wars if everything is quite are peaceful, making up excuses for wars as if it is much needed. Very good at it...They are experts about that.
(Not against Americans, I just don't trust USA government is innocent nor believe they love peace. Same goes with all other "powerful" nations and leaders around this planet. Wars have to start off by fighting back. Attack from a same source cannot leads wars)
