What I do is create two separate images (one with eyes open, one with them closed) and open them as layers on an application called GIMP, which is free to download off of their official site. Save it as whatever-the-title-is with
.gif after it. One must then click "Save As Animation", export the files (easier then it sounds... just click the 'export button'), and enter a time frame for the images to overlap in. Ta-Daaaaaah! It's alive. o-o Just kidding. But, seriously. Easy as clicking buttons. cx

By hand. o-o But. On a program/application? I use Autodesk Sketchbook Express to draw on, but it's nothing fancy like Photoshop. Just essentials, pretty much. Even though I draw on there, I still draw by hand, though, so I don't really understand your question. / v Oopsies. I mean, I use a tablet and pen to draw on the application, so it's still drawing by hand... unless your question is am I drawing digitally or traditionally? xD I don't know.
