You won't be able to reach the tower's top floor without the aid of the Silph Scope. You'll fight a lot of Ghost Pokemon in the tower- bring Normal type Pokemon that know a variety of moves. If you run into trouble, head for the glowing blue spot on the fifth floor- standing on it will restore your pokemon to full health.
