Lavender Town is home to the scariest skyscraper around, but you won't be able to reach the top floor on your first visit. If you want a Haunter, however, enter the tower immediately and capture the ghost and poison type, just make sure it knows Hypnosis! Once you get the Silph Scope, return to the tower and climb to the top floor to rescue a man named Mr. Fuji.
