Routes 24 & 25 lead to Bill's house, and there are many Trainers to test you along the way. More importantly, you can find an Abra in the clump of grass northeast of the bridge. You'll need a fast Pokemon that can cause Sleep or Paralyze to catch the elusive Psychic type- otherwise it will cast Teleport and flee.
