Blender
Paint.net

And there are some things to go with Blender like ZPaint or something like that.
My friend was telling me about it, but I haven't checked out any of the programs he listed yet.

I havnt really played with 3d images for a while, but i used to alternate between 3d studio max and blender, and played around with silo for a bit.

As far as image manipulation and texturing goes, photoshop all the way (i own cs3, and elements 8 came with my graphics tablet).
