Okay this just maybe my personal view but i think building the following items makes her more of a support than buying support items
Athene's Unholy Grail
Deathfire Grasp/Lich Bane
Rylai's Crystal Scepter
Will of the Ancients
Mercury's Treads/Sorcerer's Shoes
Rabadon's Deathcap
imho her skillset if used correctly provides all the support needed plus it means she has good damage output to help even more. this is based on my own games playing both pure support and pure ap lulu.

Lulu's my main support champ, so seeing this interested me. I'll definitely keep this in mind. Thanks for bringing this up ^^
