Okay okay I promise to start posting again (I've meant to for like two months >< so sorry), but I feel I need to ask about this before I forget as to me personally this is quite important.
I've decided (and discreetly convinced my mom) that I want to be Sailor Jupiter this Halloween. It being something I've contemplated doing for years (despite self confidence issues... especially figure-wise ><). Finally I got it done, however most of everything I do in costuming is cheap and from a costume shop. I want to go the step further and for once actually make my cosplay, the only problem is my experience with sewing is minimal, if I get the time I might be able to get some help with it.
Either way since my mom knows of some good dance-shops, I was considering getting a dance leotard and hopefully hunting down a skirt and going from there, but my main concern is the process of doing that, making bows and such included, too high skill wise for an absolute beginner. I have a few people who can help me and I may be able to go into an alteration place for a couple things. I also don't need to worry about a wig, I plan on using my own hair, so that eliminates one factor, but I suppose wanting to add the rose belt makes up for that.
So any opinions/tips/advice would be great.
I also felt maybe I should ask if it's more worth-while if I were to just order a costume online instead of making it this year?

Personally I'm not huge on cosplaying but I have learned one thing the hard way: stay away from e-bay. Unless you want to fork out the money to go to a very well & high reviewed store, a lot of the shops on there steal pics and the results may not be pretty.
There are several 'how to' videos that are SM costume related on YouTube if you want to do it yourself, so google around and see if you can find anything. Sometimes YouTube vids also link to stores, so it just comes down to shopping around and see what suites your taste of cosplay. Also, Hot Topic (last that I heard anyway) should be selling Sailor Fukus for Halloween as a part of their costume line.
I did also find this store a while ago during one of my SM related internet adventures which seems to have a good reputation for cosplay costumes.
Also to help with self-confidence, wear short shorts underneath your skirt and don't be afraid to wear stockings/pantyhose - it'll do you wonders.

Ahhhh thank you for warning me, I wasn't planning too much on using e-bay because nobody in my family has a paypal card or whatever it is.
Ahhhh yes I`ve already checked out some tutorials, and considering I`m buying a leotard (And hopefully skirt/gloves) before getting started that cuts down on work. Plus I'm thinking if I buy the leotard it might be a little thicker/warmer, cause October isn't the warmest season in Alberta. Oh and Canada has only one Hot Topic in Toronto, so I'd need to order that online and all that jazz still like I'd have to with any already made one.
I was already planning on shorts since I refuse to even think of wearing a dress/skirt anywhere without them but I didn't think of stockings/pantyhose so thank you!

No problem, I'm glad I can help! A leotard does sound like a good start, maybe you'll even be able to find a giant ribbon/bow at a craft store or online or something. Googling around I think Hot Topic only did Sailor Moon herself, bummer, but I guess that works out for you ~ ≧ヮ≦
I found a video that shows you how to make a bow out of cloth
Maybe you'll be able to hem a green mini skirt and make the collar out of a green handkerchief?
