It takes special clearance to reach this level, unless an emergency code is put in. Upon coming from the last elevator, one will find themselves in the top floor, otherwise known as Niten, or Second Heaven in Japanese. This area houses both the Captain and Vice-Captain's offices and quarters.
It is an opulently built, largely unoccupied space lined with expensive vases accentuated by intricate architecture. Multiple large wooden doors block the path to Dorobo's office, followed by many twisting hallways. Each hallway is blocked off by yet another door. The doors themselves are extremely heavy, and in most cases, require a certain kidou in order to open them. This Kidou is guarded, and very few know of it. When seen used, this Kidou is a simply movement of the hand, which causes the doors to open slowly.
This floor can also be accessed by an extremely old set of stairs, hidden behind the back of The Bathhouse. In most cases, people choose to take the long way instead of the worn down and rickety stairs.
