Behind it All

Years ago, dragons returned to Earthsea.
A sign of future conflict between life and death.
Both realms up against each other.

Wind and waves.
Colliding.
Drought and disease
Spread across the land.

Magic disappeared from the lives of wizards.
No longer was there a way to fix the destruction.
Two wizards were destined to fight.

One was not meant to do the fighting.
In his place, a young boy, doom driven.
Took a sword driven with power.

Slayed the cruel psychotic wizard.
The gate between life and death would not be opened.
There must be a barrier. For without it, there is no existence of the other.

Now in this New Time

The country of Earthsea has long sinced age from it's more medieval ways. A form of government has evolved. Three branches exist. Two of which do not agree, one in the middle to calm the stress. These are;

Counsel of Magic:
Consists of high powered Wizards and Witches
Counsel of Gold:
Consists of those with higher wealth and knowledge. Split into two.
a. Royal family
b. Lords
Counsel of Copper:
Consists of the normal. From farmers and city folk.

This government has long since created a task force.
Guardians of the Lost:
Given the task of liberating illegal slaves and jailing violators of crime.
*Special task of locating and protecting "dragon children".

Technology

Early machines have been introduced but are not too popular.
Devices that can stop time and portray it as an image forever have been created.
Carriages that power themselves and don't need to be pulled.
Music can now be played by a circular disk and needle.
A person's voice can spread a distance and be heard by someone else.
Even a machine that carries plenty of people and transports them through long distances.

Many still stick with animal drawn carriages and walking. Mail and self visits are more common.

Things are on the verge of faster change.

The Now

Even with all this change, magic and stories still exist.
Dragons have been more frequent since the time of change.
The time when the evil Lord Cod was killed by the combined power
of a young prince and a young girl who didn't know what she truly was.

In the now, there have been reports of a young human wishing to reenact Cod's dark deed.
Open the blocking gate between life and death. To combine the worlds of Rebirth and Decay.

Why exactly he wishes to do this is unknown.
But every book on such a thing has been burned and destroyed.
Except the ones in the cursed and forbidden ruins of Lord Cod's castle.

There have also been reports of more "dragon children."
Children with the blood of a human and a dragon.
It is unknown the correct number but it seems a small amount has started to rise.
The Guardians have been trying to locate a suspected few.
