Fullbring can be used for a variety of different things. Fullbring users can perform feats such as, pulling out the soul of a drink to have it help him drink it, pulling the soul out of the asphalt to make it more elastic or to even be able to walk on water by pulling on its soul to solidify it.

This right here is where all of his powers originate from.. He actually doesn't manipulate the flow of time, at least.. The natural flow of time. His Fullbring creates a separate time flow that specifically belongs to him. By manipulating his own time field, he can make it look like he's manipulating the natural flow of time.. Though this is clearly a second best.
He is capable of letting things in and out of his time field as well.

Of course this time field moves with him. He can easily put people inside his time field, as well as remove them.

Speed Up:
One of the basic abilities of Leere's Fullbring is being able to fast forward time on large area's, or invididual things in his own time field. Which comes very much in handy when it comes to combat, or to do an everyday task. Being able to speed himself up to move at unmatchable speeds, which brings him back to his old title of being the fastest being alive at certain times. He can also speed up other objects, as well as large areas as explained before.. Meaning, he could speed up fellow allies, as well as say projectiles. He usually only speeds up larger area's when he himself, or others are training with him, since this would allow him to fit, days, weeks, maybe even months of training into only a few days, just until his reiatsu depletes.
Often times, to show this he will push the clock hand on his Fullbring's energy clock to begin rotating at a rapid pace around the clock, speeding up time.
Slow Down:
This, ironically has the opposite effects as the previously stated ability, instead of speeding up time over areas, or individual things.. To the point where it looks like its moving in slow motion, or maybe even at the speed that Szayel, a victim of Mayuri's super human drug saw. Victims of slowed down time see the world around them moving at very high speeds, almost speed that they cannot match with their sight.
Often times, to show this he will stop the clock hand on his Fullbring's energy clock for a moment, causing the hand to move much slower, say instead of it moving every second, it would move every five for ten seconds.
His entire time field isn't effected by this, so he could focus it on specific people he draws into his own field of time. Another way he can actually 'slow down' is actually just utterly speed up his own time field, until everything looks slow compared to his time field.
Pause:
The name really speaks for himself, by simply calling pause, or stop on either an area, or a specific person or object and stopping the clock hand on the energy clock, he can literally halt the flow of time on whatever he picked out for a few moments, if he attemps to keep this as a long lasting thing, he could easily drain himself of his reiatsu.
He can pause individual things in his time field, however it's difficult to maintain multiple pauses in his time field without straining him.
Reverse:
This ability allows him to reverse the flow of time in his time field, which he usually uses it as his own healing technique, by shrinking his energy clock down, he can hover it over an injury, or a person in general if they are entirely injured and move the clock hand to go counter clockwise, which reverses the flow of time on what he selected specifically, he can't go back far, so if he wishes to heal someone it has to be near instantly or a somewhat recent wound.

The most dangerous, and powerful ability of his Fullbring, this ability allows him to literally go through time, whether along or with another to another point in time, whether past or future, but they do end up in the same place they left on, just in a different period of time.. This ability is dangerous because it consumed a large bulk of Reiatsu, and probably at the most could use this for single trips back and forth once, or twice a month.
Though messing with time in that extent is highly dangerous, so he would prefer not to ever use it.
