- The Eastern Capitol is the most populous of the Capitols and the most sophisticated and developed in its culture. The Eastern Capitol, like the others, is a misnomer- it has no actual authority, but instead represents the largest settlement in the region. Most of its residents are Gifted, as Gifted people are considered celebrities in the East.
