Personality:
He's a bit of a d**k, but mostly to people who deserve it. He's a pretty chill guy, nice when you need it and scary when he has to be. He does his best to keep everyone safe, and does what must be done for the best interest of the group as a whole. Sometimes that means making some tough decisions, and he's prepared to make those.
Fears:
Alex's greatest fear is the group being disbanded.
Strengths:
Leadership. His natural charisma and charm make him a great motivator, and the fact that he knows how to get results and make tough decisions makes him one of the top candidates for 'who's in charge' when the question must be asked.
Confidence. Alex is definitely sure of himself, and not without reason. He is certainly not all talk; he has more than enough bite to back up his bark.
Courage and Selflessness. Alex would go through anything if it meant keeping his friends safe.
Weaknesses:
There are certain radio frequencies that can get into the range of the brainwaves Alex uses and that can interrupt his powers. Also, overexertion can be a very real danger; if he stretches himself too thin he can collapse and lose consciousness.

Genetic Enhancements
Experimental Design:
The experimental genetic therapy used on Alex was an attempt to enhance the brain so as to create a form of telekinetic force. They obviously succeeded, and far beyond anything they could have dreamed of. They also tried to increase his reaction speed so much that he could defend himself against such fast-flying projectiles as bullets, to introduce an entire new era of psychic warfare; while they failed to produce such spectacular results, his reaction time is far beyond what normal humans could even hope to achieve.
Flaws:
Alex's power relies on a combination of focus and willpower. The willpower is always there; the focus, not so much. The second part of his genetic changes, the reaction time increase, fooled with his brain and basically gave him severe ADD. Because of this, his access to his true potential is limited. In the rare times he finds himself able to focus out of necessity, very impressive things happen. However, extended use of his powers, or overexertion, quickly cause exhaustion and migraines, and can sometimes even lead to fainting.
Physical Changes:
Whenever he uses his powers, Alex's eyes begin to bleed and his veins glow blue.
