Hmm I've seen some pretty well orgonized Guilds, and some pretty haphazard ones in my day. The one thing every single guild needs for sure is a set of rules stickied on the first page.
For one, you should try sponsoring events or giveaways related to the guild. Maybe hold an avatar contest where people can win an item, cash, or gold. Some of the topics for the contests could be holiday related, or maybe even do you best avatar impression of one the the Gods.
You should have different subforums here too. One should be for introductions (though a sticky on the main page works for that too). Since this is a guild for Indians, maybe make separate forums for a few of the most popular languages (Hindi, Telugu, Tamil are what I know of off hand). You should do one for Indian media (such as movies, music and tv) as well as Indian politics. Those should be a must have for any cultural related guild. There are also a couple of posts about learning a new language. Maybe that infor can be kept in subforums dedicated to that language or maybe you can have a forum for "ask about learning any Indian language here".
Also, this is gaia. You could have a roleplay forum for anyone interested in cultural based roleplays. For example I saw one guild with the roleplay of arranged marriages based off the Hindu and Muslim religions.

LoL, it'll prolly lead to arguments and would be pointless. But yeah, roleplaying would be great.
