There seems to be a beta period for the Suite app/game development program:


The very first thing you’ll need to do is go to http://www.playstation.com/pss/developer/openbeta/index_e.html to download the necessary files. The SDK might take a little while what with download time and installation, but it’s worth it if you’re intrigued by PS Suite.
S ince the native Vita app is not available through the front end of the store, you’ll need to visit that link via its internet browser to access it. It’s only a few megabytes, and you can just follow the link above instead of typing it all in your Vita’s browser. You’ll notice nothing is accessable from the Vita’s app– yet.
Once both resources are finished downloading, it’s time to get started on getting the demos on your Vita, and if you wish, to be an amateur developer.
First, go to Suite Studio and go to File -> Open.
Now go to the Pss folder in your public documents folder, wherever you have that specified to. Once there, sampledemo and explore the demos to your heart’s content.
You can run your .sln files on your PC via the Playstation Suite Simulation option, but we’re more concerned on getting them to run on the Vita. To do this, you’ll need to connect your Vita to your PC and simply have it transferred to the Vita to run.
Once you have the demos/files on the Vita, you won’t need to keep the system connected to the PC. All files are located right from the PS Suite app, so accessing it will show you everything you have added to it and allow you to play the files remotely."
