The prison system in Kirigakure is brutal and strict.. though not as twisted as say, Otogakure. All ninja are restricted as far as chakra use or transformation abilities, and are stripped of their weapons. Every ninja is partnered with another ninja in a cell, typical of modern day prison systems.
