1: long press on the main menu and it will go into edit mode. there you can delete or move or change your background (to delete there is a little white icon on the top right of your apps)
2: when you bring up your apps there are usually three icons on the top. usually the manuel and such. there should be an orange icon with an arrow hit that and it will update the app for you.
3:Yes you can just make sure you have the usb charge setting on in your settings. (open settings app go to system> then check the usb power supply)
4: are you talking about save data for you psp games? (sadly sony has not released the update for the vita to play all psp games or ps1 games yet) if you have a ps3 (computer works, ps3 is easier cause you dont have to download anything) just plug in you psp and copy over your save data then plug in you vita and do the same. you should be able to do this with games also. for the computer you just need to download
