This is an isolated and separate part of the conservation where new and expecting parents are given their own space to settle away from other pokemon. Since new and soon-to-be parents tend to get a little more aggressive and easily irritated, this gives a more relaxing atmosphere; with viewing rooms for tourists to see the work of Pendant City's conservation efforts.
