By HS, I assume you mean High School, just wanted to make sure. I've run RPGs before with friends, so I hope I can help with ideas.
The games I run involve a steampunk based world called Tephra, where there are multiple races, classes and stories to choose from. All of it puts pressure on the person running it in order for everything for everything happen smoothly.
1) What I recommend is to start with a type of world like steampunk or fantacy, then giving the world a name. 2) Determine how character development will take place, weather it be classes, race and/or pesonalities. 3) Design the main rules of the game. I would narrow it down to no more than ten, then determine how many sub-rules there are. 4) I can't think of anything else at the moment, so I hope this helped you somewhat.
I would love to help myself, but I'm behind on coarse work and will not be able to pour in hours of game making until mid-June.
