The Republic of Mortus

Planetary Postal Address: SP

type of planet (gaseous, liquid, earthlike...)-Mortus is hotter than most planets. It is home to many beautiful canyons. However, it does have patches of ocean here and there, and the wealthy tend to flock to these places for summer homes.

History
role under Congregation rule (i.e. was it a mine planet, military base, volcano highrises etc...) - Mortus was a waypoint along the way to outer rim planets. Most of the Congregation's goods went through it at one point or another, so it was heavily guarded. Thus, Mortus was subject to some of the worst abuse reported by the Congregation, mostly by guards. After liberation, the Hulp were extrememly pleased to finally be in charge of their own profits from their well-placed planet. They excel in reaping the benefits and are determined never to lose their freedom again. Thus, freedom is one of the most important things to a Hulp.


Some of the obscenities done to Mortus citizens included, but were not limited to: robbery, harrassment, torture, rape, murder, and forced military action.

One of the tales told to the Hulp was one of the Scaler. The Scaler was supposedly a Hulp that protested against the Congregation. He was captured and his scales ripped out by some sort of demon (this factor was generally disputed. Some said it was the Congregation, others said it was an actual demon. Some said it was an angel). Then he was forced to go about and do this to other Hulp that protested. To this day, Hulp are terrified of seeing a Hulp without scales. Unfortunately some Hulp actually were caught and "scaled", but even ones who survived the process did not live long afterward, usually killed by some mob of terrified Hulp.

Culture
-major indigenous race-Hulp: The Hulp are lizardlike in nature. They are very aware when it comes to money, and their planet is known to be home to some of the biggest ports in the galaxy. Placed near the center of the galaxy, many products come through these ports. Thus, many of the Hulp's jobs include merchandising, cargo portering, and piloting ships into the planet's atmosphere, since you are required a special license to enter and exit the planet with over 1000 kilograms of cargo.

The color of a Hulp's scales is determinant on where in the planet they are from. There is a rainbow of colors of scales in Hulps, and it is important not to insult them by speaking in the wrong dialect of Hullerin, their native language, to them, since it is obvious where they are from (at least to a Hulp).

Music- The Hulp have a diverse taste of music, from strange mixtures of sound not far from techno music to traditional music made from beating one's scales to made a strange metalic to wood sound. The most popular of bands today is known as "KhlorKrasus", which translates into,"The TinBacks". They play music similar to what humans would know as progressive rock. However, drums are replaced with scales and what one would know as a guitar part is actually played on an instrument made out of metal bands that reverbrate and make both sound and light. Music, to the Hulp, usually includes visual art also. Thus, most concerts and bought music include light shows, either holographic or real.

Politics
form of government-Capitalist Democracy. Basically, there are 100 members of a senate and 1000 members of a house of representatives. There are 3 presidents who can be impeached in a 90% vote for both the senate and the house. If a person qualifies for government support, they are provided with food, water, and basic shelter in return for their services as street cleaners, garbage workers, and other unpleasant, though necessary, jobs. This encourages them to find a better job and a better life than what they have, and many of the homeless leave after a couple years to get their own home. In order for a law to be passed, 2/3 of the presidents must vote yes or it is vitoed. 80% of the senate and 60% of the house must also vote yes for it. There are 2 main parties and 3 minor parties in the government, and in order to get anything done they must make compromises. Since most of the politicians are former merchants (see below) this is generally not that hard.

All members of the government are elected in a majority vote of the people. Many Hulp are very interested in politics, as it can affect their bussiness greatly. Thus, about 90% of all Hulp eligible for voting actually vote for every seat. A member of the government must hold at least 20% of the vote in order to be eligible for their seat.

The five parties are:
The Super-Conservative Party, known as the Grats- Think Nazis. This party, though one of the 3 minority parties, is the most conservative and religiously-biased of them all. Many consider their policies to be outrageously controlling, and some say that they're not much better than the Congregation was. They currently hold 4 Senate seats and 86 House Seats.
The Conservative Party, known as the Grellions- Think Republicans. This is one of the 2 major parties. Though it is known to be conservative, it is not nearly as extreme as the Grats. They have been known to be more lenient if it means added popularity. They look more towards interplanetary relations than home problems. Many, but not all of their members are religious. It currently holds 38 seats in the senate and 467 in the house. One of the three presidents is in the Grellion Party.
The Wild Card, known as the Lefidanians- This minority party sits in between the two main views. It often determines where the vote goes. What side it takes on a matter is very important, and people in it have very diferring views from one another. The Lefidanians have become quite popular recently, and they control 13 senate seats and 126 house seats.
The Liberal Party, known as the Fretians-Think Democrats. This party looks for change in almost everything. It looks towards human rights, peace, and fixing the problems of the planet before going on with interplanetary relations. This party holds 41 senate seats and 205 house seats, it also holds a presidential seat.
The Socialist Party, known as the Patarians-This party wants everyone to be equal. It may even look towards oppresion for equality. However, it does not look towards dictatorship, as most communist governments do. This party holds 9 senate seats, 116 house seats, and a presidential seat.

Notable Inhabitants
Ambassador Lethkhar- Lethkhar is the son of Lightus, a revolutionary as the congregation fell apart. Lethkhar is not a member of any of Mortus's political parties. His beliefs are completely determinant of what is best for the people, which has made him a quite popular politician. His abilities to communicate and debate are notable, and he has unanamously been elected the best representative of Mortus in the newly forming league of planets.

President Markon-One of the three presidents, he is a member of the Grellion party. He was passive during the Revolution against the Congregation and is generally considered a coward.

President Lacios-One of the three presidents, he is a member of Fretians. He was a supporter of the revolution and was known to use his accumulated wealth to show he supported it. He was defended by the Revolutionaries when representatives of the Congregation came knocking on his door. Much like Lethkhar, his interests are with the people.

President Histario-One of the three presidents, he is a member of the Patarians. He was a leader of the Revolutionaries and active protester of the Congregation. He is well-known to be atheist.

Military
Planet Mortus is not a military planet, and its military is mostly to make sure that Mortus gets its share in taxes. It has about 4 million people (out of a population of about 8 billion) in its military.* It has basic military weapons, including space ships, guns, armor, and such.

*Note that this number does not include the millions of mercanaries within easy reach of its deep pockets.

Economy
BOOM!!! The stock market on Mortus is skyrocketing, and reaching record highs since it threw off the Congregation. Mortus is know for being wealthy, and is an epicenter of trade.
