Name: Mikhail D. Chapayev Alias: "Grob" Age: 28 Sex: Male Ethnicity: Eastern-European Skills/Training: Russian Airborne and Special Forces training.
Character's Biography: Mikhail was a part of the original Vympel Spetsnaz group that specialised in explosives and tactical insertions. His specialty was air insertion, he participated in many HAHO and HALO drops as well as 6 years of airborn training under his belt, all during tours in Afghanistan. When the USSR fell, Mikhail was discharged from his service because the higher ups feared his allegiance to the Soviet Union and the old government. Upon leaving he was forced to join the Balalaika group. Finding himself right at home among the rest of the mercenaries, his skills fitting well with the tactics of a small helicopter attack group. He specialises mostly in posing as enemy troops, infiltrating enemy compounds and destroying supply lines.

Name: Kenneth Jackson Love Aliases: "Gamble" Age: 32 Sex: Male Ethnicity: Irish-American Skills/Training: 4 and a half years of both combat and civillian helicopter flying experience. Bio: Kenneth enlisted in the military straight out of highschool and found himself in flight school and many extensive tests. He served 4 years as a pilot and was honorably discharged after he was shot down during a ground insertion of a US Army Special Forces. He recieved minor injuries from the crash but it did help in his decision to leave the military and resume his civillian life. He had intended to go back to college but instead took a job at the department flying their expensive flight craft. He could not longer stay away from the thrill of flight and this was the closest he could get flying military aircraft. He flew a couple years in the Middle East mostly in supply runs and ground insertions and has flown under many stressful conditions. He is one of the most experienced pilots the department has. Name: Cedric Daugherty Benson Aliases: Big Homie Age: 27 Sex: Male Ethnicity: Haitian-American Skills/Training: 2 Years of military training.
Bio: Cedric was brought up in the Firefly Projects region of Broker to a Haitian mother, his father having died shortly after his birth to gang violence. He lived on the 32nd floor of one of the large projects with his mother, who worked the local strip clubs around Broker. When his mother was off working to feed her son, Cedric found he had to take care of himself, which meant walking himself to school and back every morning. One day as he was on the way to school he was confronted by a group of black males, they told Cedric that because he was now of age that he was required to put in work for the projects. At this young age Cedric never understood the reasons behind this forced conscription into a gang, so naturally he refused and was beaten, so brutally in fact he never made it to school and instead ended up in the emergency room of the General Hospital, only a few blocks from the projects. Upon his return to the projects later in the week he was confronted by the same group of men on the way to school. Cedric refused their conscription once again, but as he was about to be beaten, an older, larger member of the gang approached the group and ordered the boys to stop. When the man had the situation under control he sent the younger members away and took Cedric to a small diner in Beechwood City where he learned of the gangs ideals and he began to buy into the idea of neighborhood protection through gang presence. As he grew older, Cedric became quite an exceptional football player at his local highschool, but soon after he graduated he joined the military at his mother's request, she hoped it would sever his gang ties. After getting out of boot camp and being on active duty for several months, Cedric discovered a way to smuggle out small amounts of firearms and bring them to the streets to be sold. Eventually the military law enforcement began to catch on and Cedric was almost busted, but the prosecutors were unable to prove his connection with the gang. Cedric was released on dishonorable discharge and he returned home to his neighborhood with little to no money. He began hustling on the streets, forced to do so in order to survive in the projects, his mother died soon after his return from the military and he began living in their apartment on the 32nd floor. He mainly dabbled in drugs but eventually he moved on to selling firearms in order to increase his income. As Cedric's power grew so did the gangs and soon they had contol over the entire Firefly Projects and most of Beechwood city where the mairjuana products were processed and prepared to be sold by the largely Jamaican citizens in the area. With this new form of weapons dealing the gang was at an all time high in the city and police presence in the neighborhood was becoming scarce because of the danger to law enforcement. Cedric soon earned the title O.G. and took control of the gang after the leader was killed in a driveby shortly after his 34th birthday.

Market: Firearms and local marijuana sales. Assets: Abundance of younger street soldiers. Relative control over firearms trade and gunsmiths in Liberty City. Control of Marijuana trade in aforementioned territories.
Operation/Style/Tradition: The Avenues are concerned with three things, maintaing their control over their territories, the local marijuana drug trade, and maintaining their leverage in the firearms business.
Structure:

Lieutenant (Drug Trade Managers / Keeps Soldiers / Youngins/ Baby Gangsters in line)
Head Hunters (Head Hunter's jobs are to protect the FireFly Projects buildings from their perches on the top floors. They are heavily armed with high powered sniper rifles and sometimes anti-tank weaponry. They rarely open fire on law enforcement unless ordered to do so however.)
Soldier (Patrols streets, protects distributors, protects gang territory, heavily armed.)
Youngin (Firearms and Drug Distributors)
Baby Gangster ( Younger members of the gang usually ranging from age 12-17, these members are used as lookouts or drug runners to avoid police prosecution and have a wide range of responsibilities within the gang.)

Base of Operations: The Avenues conduct most of their operations within the walls of the FireFly Projects buildings, and never in the same place twice, which isn't a problem in the 50+ floor projects, this keeps police from learning about the gangs tendencies and M.O. Places of Interest:
FireFly Projects District Territories - The Saponi Avenues main territory.
Firefly Projects Public Housing Buildings - The Avenues heavily populate these buildings and non-residents are rarely granted entry. If your in this part of the city you can bet you will see large groups of these gang members making their presence known on street corners. It is also rumored that the Avenues have trained snipers on the top floors of the projects in case law enforcement becomes a problem.
Firefly Projects Construction Sites - As the need for more living quarters arises in the city, the FireFly district has begun constructing more public housing, but because of a lack of funds these buildings cease construction every so often until the construction companies can be paid and work can begin again. When these construction sites are waiting for the go ahead from the city they become breeding grounds for the Avenues drug and firearms sales.
Firefly Projects Gunsmith - There is a heavy gang presence outside of this small shop several blocks down from the projects, its usually empty except for the multiple gang members keeping watch outside and the few gang members employed within.
Firefly Projects Liquor Stores - Places that permit the sale of alcoholic beverages in the Firefly district are usually hangout spots for Soldiers and Youngins.
Beechwood City Territories - Beechwood is home to a large Jamaican-American ehtnical group, the Avenues have an incredibly large presence in this neighborhood namely because of the ethnical groups living there. It is the main area for Marijuana distribution.
Beechwood City Cafe - Surprsingly this Cafe is frequented by locals and even passerbys on the way to work because of its world famous coffee. However, outside of the small Cafe is usually a large gang presence, but they tend to leave the customers alone.
Beechwood City Burger Joint - Once a hangout spot for an Outlaw Motorcycle gang, the Avenues drove the gang out after learning that several of the African-Americans and Jamaican-Americans in the area felt threatened by the gangs presence. Theres fewer Avenues here but only because it is near the edge of their territory.
Beechwood City Car Wash - A car wash where most of the marijuana is distributed, individuals must use a key word when approaching the car wash and depending on the response the Jamaican-American population in this area will supply said individual with as much Marijuana as they can afford.
Territory: Firefly Projects District and Beechwood City District, Broker.
Symbols/Colors: The Saponi Avenues tend to wear an excessive amount of green and black. The reason for this is unknown but Police records suggest it is supposed to resemble the color of money.
Membership Requirements: To join the Saponi Avenues an individual must be born in either the Firefly Projects or Beechwood City District of Broker. Members ages range anywhere from 12-45, but most members don't make it past the age of 30. Most Avenues are forced into the gang life through a process called courting in which a group beats an individual until they submit to joining the gang lifestyle, or until they die, whichever comes first. Vehicles: Most Avenues drive older vehicles that range anywhere from Cadillacs to Chevys. They tend to paint their vehicles flashy green and black colors and usually purchase SUV's or pickup trucks. Avenues also tend to upgrade their vehicles with chrome rims, paint jobs and hydrolics to draw more attention from fellow gang members.
Weaponry: Avenues have a large selection of firearms at their disposal because of their occupational position. However they tend to use smaller weapons such as handguns and sub machine guns with high rates of fire, used in drivebys that the Avenues have perfected. But Avenue members are not restricted to the use of smaller firearms and any type of weaponry is permitted.
Gang Disposition: The Saponi Avenues tend to keep to themselves especially when they are not in their own territory. They are known for their violent reprocussions against those who violate their territorial claims. They are willing to work with any and all organizations as long as profit is involved, especially when it comes to the firearms trade. The Avenues are one of the most active gangs in the city and as such will not hesitate to use their brute force if necessary, but they tend to avoid conflicts just by showing their numbers on the streets.
