If I played Psionic Sliver and also had a Ward Sliver giving protection from blue, would all of the slivers I control not damage themselves, or would it just be my blue slivers?

Pretty sure it would still do the damage to the sliver but not a hundred percent sure on that. Maybe consider using Crystalline to negate the second part of Psionic sliver's ability if it works that way.

Use DEBT to remember protection rules: can't be Damaged, Enchanted, Blocked, or Targeted. So protection from blue stops Psionic Sliver and friends from damaging themselves. Crystalline Sliver, though, doesn't do anything close to that - the ability doesn't target the sliver that uses it.
edit: yes, only blue slivers would be safe. The ability itself isn't blue, so it isn't inherently blue damage.
