It allowed the user to combine wind and water based chakra to create ice on their through will power. The ice he or she created is largely immune to fire based attacks, only melting slightly when coming into contact with flames.
Experienced:
When this stage is activated near by water will slowly be covered in a thin layer of ice unless touch directly by the user.the ground will be covered in a small covered frost siimilar to that of the first fall of snow covering the ground lightly.
Advanced:
When the user ativates this stage there eyes will become frosted and make it seems like there eyes are shining like the moon reflecting over the ice,when this stage is active itll start to slowly snow and cover the ground in snow and make the water some what more frozen.
Mastered:
When the user activats this stage the lightly falling snow becomes a harsh blizzard thatll quickly freeze any water in the area around the user,if the user makes the blizzard so cold it can make there foes slowly go numb and early signs of frost bite.

Background Information: when she was little people hated her for being a ice release user between ages 8-13 they would use to throw rocks at her head,beat her up for hours and leave there wounded,and some shinobi would try and kill her or break her limb.She traind at age 14-18 to master her ice chakra to the fullest so she could use it with out worry so if the shinobi would try and hert her she would fight back with even more power,many shinobi were frozen to neck to toe and she spared them no matter how many times they tryd to kill her.When her kekkei genkai activated at age 14 her skin turnd a light gray and ever since she couldnt feel pain since her body whent numb,even tho she could still touch and feel things when it came to her being cut she could only feel her skin be cut but no pain what so ever.When Helmina yuki became sannin at age 17 she was happy to be closer to become mizukage and when she did she would be the best one ever or dye trying.

to shillelaghpower i know that,i was gana challange her for the mizukage title~ XD and i know i have shadowabyss1301(in real life with me since hes my besties) and static umpulse helping me with the blood line,and to kagutsuchi, so i cant challange her just yet for the title? o:
