Alright so after you click the link to go to the site you'll see a few different links to choose from, but what I want you to click on would be the City and Character Sheets.
After you Click it and the page loads you should see a page that says Character Phases Sheet.
On this page you'll come up with your Characters Template, High Concept, and Trouble, this is the First step in Creating your character.
Templates are showing What your character is in this world, give a rough outline on what outline on what kind of powers your character focuses on.
Templates that you can choose right now
a Pure Mortal (page 73),
a Focused Practitioner (page 76),
a Lycanthrope (page 79),
a Minor Talent (page 80),
a Red Court Infected (page 80),
a True Believer (page 82),
a Were-Form (page 82),
a White Court Virgin (page 85).
