Volcarona is one of several legendaries in the Unova games, which include : White and Black.
Volcarona is a dual type Pokemon with the typing Fire/Bug
Volcarona is the last in a two chain evolution process evolving from Larvesta.

A sea of fire engulfs the surroundings of their battles, since they use their six wings to scatter their ember scales. When volcanic ash darkened the atmosphere, it is said that Volcarona's fire provided a replacement for the sun.

Volcarona has two abilities.
Flame Body; When your opponent attacks Volcarona with a physical move there is a 30% change of burning the attacking pokemon.
Swarm; When HP is below 1/3rd, Bug move’s power increases to 1.5 times.

This is set exchanges the power of a purely offencive set for bulk and potentially helps Volcarona set up more Quiver Dances. Once the Quiver Dances are set up, sweep away. It is recommended that you use this set in conjunction with a harsh sunlight inducer. Ninetales is a perfect teammate because of its ability Drought which bring about permanent sunlight to boost Fiery Dance's power and also allows Morning Sun to heal most of Volcarona's health making that much harder to take down.

This set is one of the most interesting in my opinion. It may seem weird at first to have a ChestoRest set on Volcarona, but along side Quiver Dance it makes a lot of sense. This set is focused on getting as many Quiver Dances up until you use Rest to heal off any damage or status condition that might have been dealt to Volcarona and then sweep from there. Rest is the crux of the set allowing Volcarona to potentially get 3 or 4 boosts before healing up. Fire Blast is used over Fiery Dance because of its superior power. Also since Volcarona will usually get a few Quiver Dances up, the potential Sp. Atk boost that usually makes Fiery Dance the superior option becomes obsolete.

When played correctly Volcarona tends to cause a lot of switches. This set takes advantage of that by having Volcarona set up a substitute when scouting for potential counters and status conditions. As and added bonus there are very few pokemon that can break through Volcarona's Substitute with a Sp. Atk after a couple Quiver Dances. This also allows Volcarona to take down potential counters because they will have to get through Volcarona's substitute give you an extra turn to boost up or attack. With this set you should give Volcarona maxed out Speed and Sp. Atk. EVs to maximize its speed and allows it to hit hard right off the bat.

Volcarona's stat spread screams special attacker. For this set you should Maximize Volcarona's Sp. Atk and Speed EVs to maximize it's sweeping potential. Quiver Dance compliments Volcarona being a special attacker because of it's Speed and Sp. Atk boost, but not only that Quiver Dance raises Volcarona's Sp. Def making it that much harder to revenge kill. Life Orb is the best item for this set because this Volcarona isn't made to stick around for a while anyway so Life Orbs boost in attack is greatly appreciated despite its recoil damage. A rapid spinner is greatly appreciated when using this set because this Volcarona will want to switch in with as much HP as possible and with it's 4x weakness to Steal Rock, it needs a pokemon to get rid of those along with any other entry hazard.

Volcarona's EVs and Natures will almost always be one two:
252 Speed, 252 Sp. Atk, 4 Sp. Def; Timid [+Speed, -Attack]
240 HP, 216 Def, 52 Speed; Bold [+Defence -Attack]

You would be foolish to underestimate any Volcarona whatsoever because even after a single Quiver Dance it becomes very threatening and difficult to take down. Volcaronas main downfall is it's 4x weakness to Rock though. Basically any Rock type move will KO Volcarona.

Volcarona is not a Legendary Pokemon. If it were, it would not have a pre-evolution or be capable of breeding. It would also be included in the Uber Tier with most other Legendaries (personal theory) Just because you find it at the end of the Ruins at Level 70 does not necessarily make it a Legendary Pokemon.

It all depends on your perspective of what a legendary is. There is a legend about Volcarona in the game, you encounter it like you do other legendaries, and it is extremely powerful like other legendaries. So in turn I consider it a legendary. Do to your statement on the breeding, do you not consider manaphy or phione to be legendary? You can technically breed those. Would you consider them to not be legendaries then? Also do you not consider Latios or Latias to be legendary since they arent in the Uber tier? This is how I see it at least. In more detail how do you consider these? It is my theory that neither of us is correct, or incorrect. It is just how you look at it. I still want to understand why you came to the conclusion you did.

As for the Uber point, though the Eon Duo are not in the Uber Tier you can only find one of each in the games, and since Volcarona can be bred and evolve from Larvesta, there are undoubtedly multiple Pokemon.

While there are legends about it in the games, that alone is not enough to justify it's status as a Legendary, at best it ends up a Pseudo-Legendary much akin to Salamence, Metagross, Tyrannitar, etc. It's powerful, but not Legendary.

And so ends my possibly confusing tangent. sweatdrop

While I would agree with your points each separately, collectively I do believe it would be plausible to give Volcarona the title of legendary. While you are correct on the evolving, I dont think that alone would take away a legendary status. While basically all other legendaries do not have an evolution, I do not believe a single discrepancy against the norm for legendaries would make a pokemon not legendary. As I stated before, Volcarona isnt the only legendary that has one discrepancy against the norm. So, I suppose we must agree to disagree. It is clear it is a matter of opinion. Thank you for explaining your thought. I would say I am too stubborn to accept them though.
