Alright, just to get some things straightened out before we begin.
1. The Harry Potter books never happened. There is no such Dark Wizard as Voldmort. No Death Eaters. Yes, Horcruxes are a real spell. No, we do not recomend using them, as you wil be expelled and imprisoned if you use them. Hallows? Yes, there is an old wive's tale about three magical objects that will make the bearer Master over Death. Are they real? Who knows? We have no comment.
2. This takes place in modern day. Like, now. In England. So you don't go around talking about how stupid Bill Clinton is, because in your head this role play takes place in America, 1993. You're English! You don't give a bloody damn about who's president, because England has a Queen and a Prime Minister!

ALL new students are either eleven, or turning eleven very near to start of term. No exceptions. None, nada. So therefore, the year of their birthdate should be 2000, or 1999 at the latest.
ALL Second-Years will be ages 12-13. All of them. There is no skipping grades. None, nada.
ALL Third-Years will be ages 13-14. All of them. Again, there is no skipping grades, and no being held back, no matter how crappy your grades are.
ALL Fourth-Years will be ages 14-15. Again, all of them. I really shouldn't have to lay this all down for you, you should be able to figure this out for your self.
ALL Fifth-Years will be ages 15-16. You know the drill, no skipping grades, no being held behind, none, nada.
ALL Sixth-Years will be ages 16-17. Blah, blah, blah.
ALL Seventh-Years will be ages 17-18. Not any older, not any younger, yadda, yadda, yadda.

Also, in case didn't already know, in the magical world, people come of age when they're 17, not 18 or 21 or 13 or whenever your culture deems a kid an adult. This is when you can go live on your own if you want, do magic outside of school legally, and Apparate/Disapparate.
