Well my first question is this: Is there any other jewelry shops other than the one in the imperial market district?
Also, do the shopkeepers refill their stores (the room itself, not the inventory)?

In the PC I think they do. If they don't you can always download a mod for it from tesnexus.
I don't think there are any other "official" jewelery sellers, but many general goods shops have amulets etc in them occasionally.
