Falmer Confirmed! Source.
I, for one, am happy to see this race in Skyrim. I remember reading their lore. I hope they're not just enemies for us to kill off. A nice conversation with this "long lost" race is over due. Don't you think?

It is believed Falmer are Rieklings, a Goblin sort of creature encountered in Morrowind. Or maybe they act in similar fashions Aureals, Mazken and Dremora did in Oblivion and in the Shivering Isles in this outing in the ES universe in Alduins service.

Ermm... Not to burst your bubble Asyilem but that screenshot is from an Oblivion mod. I recognize the hair and the eyes as Xenius' Falmer Race. It's up for download here for the PC version.
