This will be the 5th Elder Scrolls game base in, if you can't tell, Skyrim, the Nords home province.
For those who haven't played the latest one:
Oblivion
It was based on the fact the emperor has assassins after him.
(no, not related to the new Assassin Creed Revelations coming out this November).
You start out in jail and along the way to your escape you run into the emperor.
It is up to you to help the blood line of the place by helping keep the Amulet of Kings safe and giving it to the next heir (the royal blood main item that holds great power). So it is to keep the peace to the world.
I won't say how the game ends for those still working on beating the game.
Anyways, yes this one is going to be based in Skyrim.
There are many races, and I won't even bother to tell you them. Someone else with the time can. Please talk among yourselves about the game. Yes, you can post up images of the game for others to get a idea of the game.

Sorry, but I just had to edit your post, being the grammar nazi that I am. I'm happy to see there were no spelling errors.
All the playable races: Nords, Bretons, High Elves, Wood Elves, Redguards, Argonians, Khajiit, Imperials, Dark Elves, and Orcs.
