Ikebukuro is one of the 23 Districts of Tokyo and a longtime hotbed for the majority of gang-related activity and violence in the greater Tokyo area; ground zero for a vicious turf war over the past couple of years between the local color gangs (including the long-standing Yellow Scarves and Blue Squares rivalry, the colorless Dollars, and the recently-popular Green Clubs and Red Oni gangs) and occasionally the Awakusu branch of the Ikebukuro Yakuza, it has taken on an element of what could almost be considered the supernatural since the change in the regime at the heart of Tokyo's government. With Kinnosuke Kuzuhara and the Ikebukuro police struggling hard to keep the gangs in check, a war has begun that may only end with the extermination of all but one of the many colors from the city. Beneath the lights and the tall buildings, amidst the fast-paced lifestyle of Ikebukuro, a bloodbath is brewing...but who will be left standing in the end?
The Downtown Area is the famous tourist destination full of delicious restaurants (including the infamous Russia Sushi and its hawker Simon Breznhev), high-tech shopping facilities, and entertainment plaza such as movie theaters and more. In recent years it has also become famous for its many urban legends, including the 'flying vending machines' and the legendary 'toughest man in Ikebukuro' Shizuo Heiwajima, the Black Rider, and the colorless gang called 'the Dollars'. Because of the high number of Dollars in the area, few contest their ownership of the district...and those that do tend to frequently encounter in one form or another one of these urban legends which make the district so infamous.
Currently the area has seen a drastic rise in the number of gangs and strange incidents. Though many different groups appear, this one is currently under the 'control' of the Dollars gang and their (unknown, even to the Dollars themselves) leader Mikado Ryugamine.
