We open this proceeding with a greeting message from the host planet:
Ambassador from LB-1748

Welcome to the City of Mza 'Okur, it has replicas from famous historic cultures as landmarks. The hall of Timp Z'banee is where this weeks deliberation will take place. We hope you find the acommodations well.

Per request of the Council, the Ambassador from LB-1748 proposes these Galactic Rules of Order:

The Goal of these proceedings is to establish a unified governmental organization.

During these proceedings the member planets will now be referred to as the council. the Ambassador from LB-1748 will hold the position of Secretary

The Secretary of the council is responsible for bringing forth issues for a vote. (the goal is to have one session every week, sometimes several issues may be voted on each week)

To have an issue considered before the council, a member planet simply proposes it during that weeks deliberation. The issue must then be seconded by another member planet. The planet seconding the motion suggests wether the issue should be immediatley scheduled for a vote, or if a weeks deliberation is needed before hand. The Secretary will then schedule the issue for the council within 2 cycles (1 cycle = 1 month) at the Secretary's discretion.

Once we have enough issues to form a workable government, all members will vote wether or not to ratify* the "constitution" and elect a "leader". At this point, the council will disband and the Secretary will relinquish all authority.



*Some member planets may still choose to remain independent but will not be able to take part in governmental issues at that point.


Names, names, names.
What do we call our Organization? What do we call our Constitution? What do we call our leader? (if we have one).

Next weeks vote will be, What do we call our intended organization, and what do we call the article of confederation we are working on, please propose suggestions to be included below.

OK, 2 people voted agains the resolution but did not provide the other options that need to be considered.

As for Names, I propose Galactic Union, it is kind of bland, something like The Federated Union of Galactic Provinces has more of a ring to it. Somebody must have some suggestions.

Neo-Terra Does not approve that LB-1748 should automatically assume position of the so-called Secretary, as it is clearly the "head-of-state" of the Council, according to the First Motion. LB-1748 should be excluded from becoming any major Positions as according to their agreement.

We Demand that this Council should at least review Agreements its members have made and to prevent these Fascists from Enslaving our Section of the Universe.

You objection is duly noted. The Ambassador from LB-1748 accepts this position as it is only administrative in nature for this early days of governmental negotiation. These are just our early procedures. Once the government is formed LB-1748 will NOT be eligible for president (the first few terms anyway, to be decided by council)

Ahem, as the ambassador of Mortus I feel that this system seems a bit bureaucratic, and may need some revision. Why must the subject be "seconded"? What if it affects only that planet? Then will the Federation (or whatever we are going to call ourselves) just ignore it?

Issues that affect only one planet should be resolved within that planet. However, this is only a rule of order for these beginning stages, the procedure to be considered once the final government is established. Like once we have more than 50 member planets, I am going to propose that a motion not only needs to be 2nd-ed(?) but that it should have a 3rd.

However the vote stand for now.
