Which percentage is necessary to certify an issue as a law in the new "constitution"


[Ambassador of Planet LB-1748 suggest's that since this is Constitutional Law, rather than normal legislation, we may want to consider a percentage greater than 50 to make a vote binding]

If we do require more than 50% to ratify an issue, we may need to vote on some issues several times.
For example, if we have 5 choices for the name of our organization we may need to hold several "run-off" votes eliminating the number of choices before any choice has more than 75%
