I'm gonna say they'll still need the Elder permission if a test tribe becomes an official tribe, since either a) the tribe is lenient on out of tribe matings & so it won't be a big deal ("yeah, Elder Whoever says they can be mates") or b) out of tribe breedings
are a big deal/discouraged. To use Gypsy (not a test tribe, I know :p ) as an example: out of tribe breedings are discouraged because they're traveling nearly all the time, so out-of-tribe mates/families would be seen
very rarely (once a year or so), and that'd cause Issues (either the family or the tribe would get shortchanged, so you'd have someone not happy, no matter what) XD
So if your fox is in a test tribe that's not so big on outsiders, I'd suggest asking the owner of the Elder-to-be if the mating will be approved first, and deciding what you want to do from there :3
