This my current idea for a Rat-themed commander deck. For those that don't know you may have more than 1 Relentless Rats in a commander deck.

the deck seems really solid though tutors and draw are always good

ratcatcher is a must. phyrexian arena, promise to power, and demonic tutor are things you might want to look into. You will probably be drawing way too many relentless rats to make each turn count

I don't like Hand of Death or Ghostly Visit. They are both sorcery, and they cost three to destroy a non-black creature. Bone Splinters would probably be a decent choice for this sort of deck (cheaper, non-conditional. Sure you sac a rat, but who cares?). And Terror would be better (it's an instant, cheaper, but now unable to target artifacts. Yet, that instant would help deal with pesky combat tricks).
