If you had read the rules you would have known that you are NOT allowed to make new topics.

Even though you have broken a rule, it would be rude not to answer your question. If you mean a banner in general, you make it or commission someone to make it for you. If you mean a link-banner, they're generally provided by whoever owns the link-banner.
