Here you will find a list of techniques that are either banned or under restrictions. Please pay attention and go over this list before you start roleplaying. If you violate any of these you will be warned. Remember there are only three warnings. Some Kekkai genkai will be banned or restricted. Do not include one if its banned, this is just common sense.
This might be changing this from time to time so look out in announcements if it has been updated.

Banned Jutsu, Kekkai Genkai and Techniques
Mangekyou Sharingan: This is not allowed in any way, shape or form. Don't even try. The only three Mangekyou users are dead.
Flying Thunder God Technique: A very good reason. This allows someone a hit automatically if used correctly and it is way too easy to god mod with. Not only that but Minato was the only one who could use it.
Restricted Jutsu, Kekkai Genkai and Techniques Substitution justu: Only two times in any one battle. no exceptions. You must have time to use the hand seals before being hit to use this.
Clone jutsus: You may only do this is you use the hand signs and you may not summon them more than three separate times during a battle, less depending on how many you summon.
Rasengan: This is an A rank technique which takes much training. You must receive training from one who already knows this to get the jutsu. Not everyone will be able to have this. Deal. May only be used three times in a battle.
Flame Rasengan, Wind Shuriken Rasengan, Other powered up Rasengan: The same rules apply for the rasengan here. you may only use this technique once in battle unless you are naruto then twice. To have a powered up rasengan you must be jounin rank or higher. You may only have a elemental rasengan that coincides with your MAIN element. meaning only one.
Resurrection of the impure world: First off no good character may know this. This may only be used once per battle and the conditions must be met before the battle. Meaning your gonna have to kill and have the bodies before hand. Want this technique? Talk to Henin or the crew
Primary and hidden lotus: only known to Taijutsu specialists. May only be used once per battle. Be aware you will take damage, substantial damage once the technique wears off. The number of gates you can open depend on your rank.
Summoning jutsu: Once per battle. Requires a huge amount of chakra. Don't make me add additional stuff to this one ok?
Chidori: Better have a sharingan if your using this thats all i have to say. oh and lightning affinity for your main element.
Sharingan: You will not be able to dodge every attack no matter if you can see it. Don't even think you can. I will only be allowing a limited number of these, better have a good backstory before you submit it though.
Jashinism: I will only be allowing a limited number and it will be based on your skill level. Lets face it if your jashinist your not a village ninja. Well maybe mist. Have a good backstory and remember blows will slow you down but they wont stop you.
