It's a small dark musty attic where the old oracle used to reside. It looks as though it hasn't been cleaned for years and you could probably find anything up here- it's prohibited to take anything without permission. Rachel is the new Oracle, and you must go to her for prophecies (though you probably won't get one without a quest).
