The Phantom Thief


You know them, you love them, and you probably could live without them. The Phantom Thief is the most clever of burglars, able to steal everything just short of the kitchen sink. All the while, you'd never know that they were there! Generally, the Phantom Thief has wealth on his side to pay for his shenanigans, but when he doesn't he'll just make it overnight.

Strengths:

The Phantom Thief excels in stealth and trickery. Whether conning a guard to let him pass, or hiding behind a statue to evade the watchful eyes of the law, the Phantom Thief always holds the better hand.

Weaknesses:

To be both stealthy and cunning comes at a price. The Phantom Theif isn't made for combat like other builds are. He wears little armor and only the most basic of weapons. The Phantom Thief holds a few devices, which can be disarmed from him by an even more clever thief or even broken in battle.

EQUIPMENT


-Hand Cuffs (1) (1ep)-
Handcuffs are restraints designed to lock two limbs— normally the wrists—of a prisoner together. They fit any Medium or Small humanoid. Handcuffs can only be placed on a pinned, helpless, or unresisting target. Steel cuffs have Toughness 10 and require a Disable Device check (DC 25) or Escape Artist check (DC 35) to remove without the key.

-Multitool (1 ep)-
This device contains several different screwdrivers, a knife blade or two, can opener, bottle opener, file, short ruler, scissors, tweezers, and wire cutters. The whole thing unfolds into a handy pair of pliers. A multi-tool can lessen the penalty for making Craft (mechanical), Craft (electronic), or Craft (structural) checks without appropriate tools to –2 instead of the normal -4.

-Description: The point of the grappling hook has an added feature. When fired at an enemy, it can grab or pierce them, then deliver a crippling electric shock. Use with care: You can't fire this at an enemy while you're swinging with it!

-Description: Attached to the head of the suit is a specialized visor that gives the user the ability to see the world in an overlap of normal light, infrared light, and ultraviolet light. These overlapped supervisions give the Phantom Thief the ability to see the triggers for many types of alarms and traps when he's on the job.

Suggestions


Over the next few updates, there are certain ideas that you should expand on. The next few tips will give you insight one where you can improve your character.

>>> If you like the idea of being invisible to your enemies, you should put more points into Auto-Stealth. By adding a rank to your Black Cat Suit, then using 2pp on Auto-Stealth, you could have a power that looks like this:

The above version of Auto-Stealth conceals you from all forms of Visual, Hearing, and Olfactory Senses. Having it built this way makes the Phantom Thief much stealthier than before. Now enemies with enhanced hearing or smell will have difficulty finding you. However, there is still that pesky pair of flaws, Blending and Passive, that take away some of Auto-Stealth's usefulness. For 11pp (about 3 more ranks on your Black Cat Suit), you can remove these flaws, and perfect your stealth.

Like this, Auto Stealth stays in effect even when you're moving quickly or attacking. It may be costly, but for the hero that seeks to be a stealth expert, this is a must!

>>> For the Phantom Thief that seeks to be enchanting and entrancing, the addition of a mind-altering gadget would be right up his alley.

-Description: On the Black Cat Suit are a pair of small pads, near the collar bone. When the user taps a button on the left one, the right one records and plays back the speaker's voice with a subtle frequency added it. The noise in his voice gives it a hypnotic quality. With it, he can speak in a way that influences those around him and changes their emotions to suit his will.


This one, for instance, gives the Phantom Thief the power of Emotion Control. With it, you could seduce a museum guard, or perhaps send him cowering into the corner with insane fear instead.

What's the best part? Two ranks of the power feat Subtle make the effects of your emotion control undetectable! One moment, the victim is fine, and the next, they're sobbing, and they won't know why!

>>> In order to make a good getaway, you're going to need to gain some speed. Depending on the character, it might be a stretch to have the Black Cat Suit grant them super speed. If so, look into buying a stylish vehicle. For just a two points put into the Equipment Feat, you can buy yourself a Motorcycle like the one below:
