I believe that the first order of business should be the decision to have a unified military force. The Talon system is more than capable of providing a fleet able to defend the entire galaxy from foreign invaders and to provide police for those planets not able to do it themselves.
In trying times like these, having a war would destroy any chance of a unified galaxy. Also, in many ways other than outer defense, we could help get the federation back on its feet.
I propose that Talon IV become the official home of the galactic military.

Planet LB-1748 has agreed to hire the services of Talon IV to secure these proceedings.
We can not hire Talon IV to provide defense without knowing what they are defending. LB-1748 will second your motion to provide defense when we are between issues 5 - 10.
You may still solicit another member to second your motion, however even Planet LB-1748 would be hesitant to vote for such a sweeping motion so quickly.
Especially since planet Meta has incredible defensive attributes as well.

I, Poseius of Atlanteron, holder of the Chalice of Keron and the Staff of Magnus, suggest that we should elect a leader. It is necessary to have a strong government beforehand.
Also, I would like to agree with the statement made about a unified military force. Atlanteron will be willing to begin construction of Planetary defense systems for planets in need of protection. These defense systems will allow Planets to defend themselves when fleets are elsewhere.

I agree that we should have a strong leader as well. I believe that it should be our first order of business.
I find the following to be pressing issues (in no order):
- Galactic leader: I actually suggest that we have a senate, where things are decided on by majority votes. Every planet would have their leader. Planetary leaders would report their issues to their sector leaders. Sector leaders would be at the senate meetings. (OOC: On a smaller scale, this is how the United States operates.)
- Galactic name / flag: Are we a federation, a republic, etc? Also, what does our flag / symbol look like?
- Unit of money: A standard unit of currency would help to stabilize our economy and provide for a stronger union.
- Unified military: Otherwise, our infrastructure would fall apart.
- Laws governing interplanetary travel: We could start by listing ship class designations, whether or not we're going to use hyperdrives, or anything else you could think of.
I'm sure I'll think of more issues later, but this can get us started.

I Lili Drakal embassador of Dragina believes that our first priority should be a name for this organization.
The Next Order of business should be to establish procedures for the meetings.
The Third Order should be Organizing a Government and laws that will help cerate order and matane peace but not to control the rights of the people and a Electoral System, where all people can vote on all issues and laws, everyone onions are important and valuable. We all should learn for history and devise a government that will not become corrupted with power so easily.
The Forth Order of business should be wether to elect a Leader or Not. Personally I think there should be A High Counsel of Elders who responsibilities are to protect and matane the interest and well being of the people.

I, DemoTheWiz, as ambassador for Meta III, would like to say a few things on the Talon IV ambassador's proposal. My planet believes in waiting for the enemy to make the first move. This tactic hasn't failed us in the past, as it helps us obtain a certain element of surprise. Three hostile alien forces have attacked our planet in the past Metan century. All three figured us as a small, defenseless planet, an easy kill. All three were proven horribly wrong when we mobilized our Mecha Defense Forces. Now, I agree that having huge battleships orbiting every planet is quite a frightening sight to the average alien invader, however, putting all our forces out in plain view for every alien commander to see and analyze is not wise. What if there is an alien force with a bigger, more powerful fleet? They will be insulted by this show of force and inclined to show this petty attempt at appearing big and strong true power. This is why we must not "flex our biceps, but keep them under our sleeves," to use an analogy.

I agree with DemoTheWiz concerning the topic of military defense for now. We need to get the small things in order before we can discuss the major issues.
I think we should first figure out how to run the meetings. For example, someone brings up a topic to be discussed. Each ambassador then voices their opinion, or they can pass and remain neutral. When that is done a set amount of time is given for debate, and after that time is over, a final vote is put into place.
Once we agree on how to run the meetings we can move onto other things such as a name, symbol, currency, military etc. I feel we will need a strong council Guider, not so much a leader as someone who can formally bring topics up for debate and keep the senate on task.

It is evident that establishing a rules of order, should be the first issue addressed. Please post suggestions here. As the Galactic Messenger I will also research the options for the council.
Also, you might want to consider holding a public vote as more people voted then there are member planets.

To all those involved here, it is quite clear that we are some kind of senate or council, seeing how we, the ambassadors, are discussing over the "greater good". But in order to do so, we need to provide with issues to resolve, such as, crime, work, treaties amongs the worlds, trades, etc.
But how can we do so if we do not know What kind of a congregation this is.. is there a leader and who, so far, I suppose everyone would want to be leader and all votes would end up in nothing.
So until we establish the bases for our new society, I propose that planet LB-1748 (hosting planet) shall act as a mediator and neutral on this, we do need a "referee" otherwise.. this will be chaos and a couple will end with a black eye.. not that I consider that civilized in any way, you just strike me as such.

I am sorry, but matters of grave importance are calling me back to Atlanteron. I leave my decision making in the capable hands of my aid Odin (Gaia username: The Traveler). I hope this will be allowed by this council.
Each planet chooses it's own Ambassador so that is fine. Maybe we should have the Galactic Messenger keep a registry so we can be aware of such changes.

@Ambassador Reika: "I do Agree we need a one main person to mediate this congregation maybe a Secretary of State, Personally I do not want the job. I think we should elect a Non-Ambassador for the job, maybe some one who know the needs of the people and is good with politics who we all can trust."
@Ambassador Poseius or his Aid Odin: "You suggested that the Galactic Messenger should be the registry keeper which seems to be a good idea because he knows a lot about what is going on and who is who but I would not force him to take the position if he dose not want it."
